dc.description.abstractObjeto: Los países de América Latina han adoptado diferentes modelos de unidades u oficinas de transferencia asociados a una mejora de la competitividad; sin embargo, no está claro si han tenido éxito o si se han diseñado teniendo en cuenta el contexto y las particularidades de la región. Este artículo tiene como objetivo resumir el concepto de oficinas de transferencia y el contexto de la generación de conocimiento a través de patentes en América Latina, e identificar las estrategias que se han sugerido en la literatura para establecer y operar este tipo de oficinas, con base en el contexto latinoamericano. .Metodología de diseño: Mediante una revisión bibliográfica sistémica, se analizaron artículos académicos indexados en las bases de datos ISI Web of Knowledge y Scopus para identificar la literatura relacionada con el contexto de las oficinas de transferencia y transferencia de tecnología. Citamos y analizamos en profundidad un total de 40 artículos. Para una revisión del contexto latinoamericano, se revisaron y referenciaron 29 documentos. Los documentos anteriores fueron tomados de redes especializadas del Sistema de Información Científica REDALYC y bibliotecas de universidades, como la Universidad Nacional Autónoma de México (UNAM) y la Universidad Nacional de Colombia, entre otras. Adicionalmente, agregamos informes y publicaciones de la Comisión Económica para América Latina y el Caribe (CEPAL) y REDEMPRENDIA. Los datos estadísticos proporcionados por la Organización Mundial de la Propiedad Intelectual (OMPI) se utilizaron para el análisis de casos de generación de patentes en países de América Latina. Posteriormente, se comparó la literatura de la revisión sistemática con estudios de autores y entidades latinoamericanas, que dan un contexto regional a este trabajo. Finalmente, se discutieron e identificaron estrategias para la consolidación de oficinas de transferencia que impacten en la generación de conocimiento en la región.Hallazgos: Los resultados de la revisión bibliográfica realizada revelaron que varios autores han propuesto amplios mecanismos para las oficinas de transferencia en América Latina que rechazan las prácticas generales basadas en la generación de patentes, debido a la baja generación de patentes en la región. Estos mecanismos permiten la generación y transferencia de conocimiento a través de diferentes medios. Por tanto, los resultados de este artículo permiten definir estrategias que se han ajustado a la realidad y necesidades de América Latina, con el fin de consolidar las oficinas de transferencia.Originalidad / valor: El aporte de este artículo se centra en identificar posibles estrategias para la consolidación de oficinas de transferencia que contribuyan al desarrollo tecnológico de los países latinoamericanos, tomando en cuenta el contexto cultural y las limitaciones de las instituciones de educación superior.spa
dc.description.abstractenglishLatin American countries have adopted different models of units or transfer offices associated with improved competitiveness; however, it is unclear whether they have been successful or if they have been designed while taking into account the context and particularities of the region. This article aims to summarize the concept of transfer offices and the context of the generation of knowledge through patents in Latin America, and identify strategies that have been suggested in the literature to set up and operate this type of offices, based on the Latin American context.Design/methodology: Through a systemic literature review, academic articles indexed in the ISI Web of Knowledge and Scopus databases were analyzed to identify the literature related to the context of technology transfer and transfer offices. We cited and analyzed in depth a total of 40 articles. For a review of the Latin American context, 29 documents were reviewed and referenced. Previous documents were taken from specialized networks of the Scientific Information System REDALYC and libraries of universities, such as the Universidad Nacional Autónoma de México (UNAM) and the Universidad Nacional de Colombia, among others. Additionally, we added reports and publications by the Economic Commission for Latin America and the Caribbean (CEPAL), and REDEMPRENDIA. Statistical data provided by the World Intellectual Property Organization (WIPO) were used for the analysis of patent generation cases in Latin American countries. Subsequently, the literature of the systematic review was compared with studies by authors and Latin American entities, which give a regional context to this work. Finally, strategies were discussed and identified for the consolidation of transfer offices that impact the generation of knowledge in the region.Findings: The results of the literature review conducted revealed that several authors have proposed extensive mechanisms for transfer offices in Latin America that reject the general practices based on patent generation, due to the low generation of patents in the region. These mechanisms permit the generation and transfer of knowledge through different means. Therefore, the results of this article allow for a definition of strategies that has been adjusted to the reality and needs of Latin America, in order to consolidate the transfer offices.spa
