Based on this information, and in order to introduce the reader to the context of this work of educational intervention, in the following section, the problem that is desired intervene through this proposal, then, in the justification, the need to use ICT as a tool to contain interactive and educational activities that achieve Motivate children's interest in reading from an early age, thus improving the learning processes that will increase the educational quality of the municipality, planet some objectives that determine the scope of the project, which are developed in three phases, the first This phase consists of diagnosing the events that occur with the boys and girls who enter the Municipal Library of San Pablo Bolívar, after them, Phase 2 is carried out, which leads to the Design of a dynamic and interactive web page that contains a series of elements that allows users to access different resources that enable the exercise of own activities for the development of one of the communication skills such as reading and finally phase 3 that evaluates the use, interaction and scope that was obtained after visiting the Web page.
