Sede Bogotá., ) Mosquera Girón, Marino Rafae; Medina Velandia, Lucy NohemyAt the end of the basic primary level, and at the beginning of the 2021 school year, based on the experience and the execution of a diagnostic evaluation instrument, difficulties were identified in the interpretation of the properties of the decimal number system (consecutive, positional value, reading and writing, order relationship, addition and solution of problems) and the application in contexts of basic arithmetic operations (addition, subtraction, multiplication and division), in sixth grade students, morning session, of the Nelson Mandela School District Educational Institution (IED). With these needs detected, an intervention project was designed, focused on the second grade, in order to raise the performance levels of students in basic learning rights (DBA) one and three, interpretation of the properties of the numerical system decimal with five-digit numbers, and its application in contexts. As an intervention strategy, a virtual learning environment was implemented - AVA (in the form of a virtual classroom) supported by and OVA as an author tool, and other free educational resources on the internet; coupled with the development of a didactic planning unit - UPD mediated with technological tools, as an application of the Blended learning training modality (blended or blended learning), in the connectivist pedagogical model. The research methodology is of a quantitative approach, with a quasi-experimental design, used as object groups at the second grade, and a control group at the third grade. This methodology is classified as evaluative, which contrasts the results of traditional didacTIC with those mediated by information and communication technologies - ICT. It was concluded that, when comparing traditional didacTIC with those mediated with ICT tools, the latter is more efficient and effective, significantly in raising the performance and understanding of the properties of the decimal number system: consecutive, positional value, writing, relationship order, and troubleshooting. In contrast, traditional didacTIC are more efficient and effective in increasing student performance with respect to the addition category
