With regard to the above, the Ministry of National Education has made important observations; especially in rural areas where primary and secondary school students in various educational institutions do not have the minimum number of tools, which results in a deficient tendency to be left without educational measures based on TIC, since there is also no solid training that complements teacher training on an ongoing basis. This leads us to the need to design a pedagogical strategy mediated by TIC, with the use of Educaplay software, whose resources generated will be made available to studentes and teachers through a web page. The strategy will allow to expand the levels of technological appropriation in rural educational institutions in the city of Bogota. It is therefore a strategy for the teaching, empowerment and appropriation of ICT in rural establishments in Bogotá, with a pilot plan in the Colegio Rural la Concepción (IED) in the municipality of Bosa. This institution has been chosen as a pilot institution, because it is representative, in order to later generalize the results to the population. The approach to be taken in this project is one of qualitative research. From this approach, reality is studied in its natural context, as it happens, trying to interpret phenomena in accordance with the meanings they have for the people involved.
