However, Santa Ana is an island district belonging to the Historic Town and the North Caribbean of the Cartagena de Indias district. It is an ethnic community of black descent, epicenter in the last decade of one of the most ambitious tourism development projects in the Colombian Caribbean: the tourist complex of Playa Blanca, Barú Island (CONPES, 2005) In the economic dynamics of the territory there is a marked duality; on the one hand, megaprojects and advanced tourism represented in luxury hotels, condominiums and villas in exclusive areas of the Island of Barú emerge; on the other, a lagging social group: within Santaneras communities living conditions persist characterized by high indices of multidimensional poverty that reflect notorious deprivations, including the lack of livelihoods and the persistence of unsatisfied basic needs, access to work in precarious conditions, lack of decent housing and basic public services, early education, limited quality and qualification processes that are not relevant, and a cultural life that does not always occur with autonomy and freedom.
