According to international guidelines and Colombian regulations, all municipalities must have PEM that are relevant to the complex realities of each territory and respond to the educational needs of context. However, the literature review shows that the implementation of PEM in Colombia is low, an example is the Municipality of Chia that despite its socio-educational changes in recent years does not have a PEM. The objective of the research is to design a structural proposal of the Educational Plan for the municipality of Chia that is inclusive, participatory and relevant to the socio-educational needs of the municipality and the national guidelines. An exploratory - descriptive study with a qualitative approach was designed. In this research participated 685 actors from the municipality’s educational system. The results show that the research was assertive, pertinent and relevant in the sense that it produced five results: (a) It systematized the urgent need for the Municipality of Chia to have an educational plan; (b) characterize the role and scope of participation of the actors that are strategic to develop the configuration of the municipal educational plan; (c) it generated specific instruments to carry out the collection and analysis of information necessary for the design of the Municipal educational plan; (d) Discovered a particular methodology for the Municipality of Chia to develop its educational plan; and (e) defined from a rigorous scientific analysis the structuring concepts that are the pillars of the municipal educational plan.
